Vespe is a mutant cyborg elf (at the moment he has many mutations, as well as cyborgnetic legs and lungs), and a bard-barian. And if you don't know what a bard-barian is, then you're just not paying attention.
Vespe is a little taller than most Elves (with slightly bigger and pointier ears), and is usually wearing blue leather armor over grey clothes, has a black cloak on his back, has two rarely used rapiers hanging from his belt (in yellow and red scabbards), and wears black boots.
He's Chaotic Evil, a tad (read: very) silly, insane, and has the ability to warp time, space, and logic with his mind.
